Why it lands at the table
War Room is Larry Harris's global Second World War game, from the designer of Axis & Allies. Up to six players command the nations, allies sit side by side, and the whole world is on the table: oil, iron and other strategic resources, convoys, morale and capitals.
Its signature is secret orders. Every round each nation writes its movements on a chart at the same time, allies whispering over the map, and only then are the orders revealed and carried out. Plans collide. Fleets arrive where nobody expected them.
This is a full day rather than an evening, often six hours, and that is the point. The memory is of a long campaign where a quiet bid of oil for turn order or a convoy left unguarded decided the war hours later.
How it plays
- 01
All nations write movement orders in secret on their order chart; allies may talk.
- 02
Bid oil for turn order, then reveal and carry out the orders in that order.
- 03
Fight battles on the battle board with the twelve-sided dice, choosing stances for each kind of unit.
- 04
Collect resources from the territories you hold and buy new units for the coming rounds.
- 05
Press enemy morale and take capitals; scenarios set the exact victory conditions.
Good for
- Four to six players who can commit a whole day
- People who enjoy history and team play with an ally
- Shorter scenarios and quick-play rules for a first try
